During the first 2 years of its operation, the Cambodian Defenders Project thought that we can reform the judiciary through court room. At that time, we tried to show the weakness of police investigation so that we can force them to develop themselves, as result we smelt there were a lot of real perpetrators go free because the weak investigation of police even though the court tolerate the police a lot. Therefore, CDP thought that besides sending its lawyers to challenge with the investigation of police, we must provide them capacity building to make sure that they are strong enough to protect the people and bring the culprits to justice. Therefore, CDP under the leadership of Mr. SOK Sam Oeun, who was former chief instructors of police and military, organized many training courses to train police and NGOs’ activists.
