Mr. Kong Pisey was born on 10 August 1962 in Kampong Chhnang. He began his legal education in 1988 at Site 2 refugee camp in Thailand, where he participated in three separate legal education programs. Mr. Kong worked as a prosecutor at the Dong Rek Site II Court while he was studying, from 1988 to 1991, and completed his studies in 1992.

Between 1992 and 1994 he worked in Banteay Meanchey province with the UNTAC Human Rights and UNTAC Civpol Department.
